Other sources assume the "certificated carrier" is the airline. It's not. Today, most airlines are typically comprised of combinations of "certificated carriers." To report the passengers carried at ATL by, say, Mesa, is  inaccurate. Those are passengers of Delta, the airline that is leasing the lift from Mesa. Some other sources either mis-report it as Mesa, or, worse, lazily dump these passengers into separate, unidentified catch-all category. Raw data, which other sources typically just regurgitate and sell, may show Hawaiian Airlines as an operator at Jackson, Mississippi. Or US Airways as serving Amarillo.
